Anderson, Clemson and Oconee Mortgages: Lake Hartwell/Keowee 4% vs 6% Second-Home Taxes — Palmetto Passage
Updated October 2026
A Lake Hartwell or Lake Keowee purchase begins with a financing question that should be settled before touring: will this be your primary residence, a second home or a rental? Across Anderson, Clemson, Pendleton and Seneca, that answer affects mortgage underwriting, down payment expectations, insurance and South Carolina property taxes.
Occupancy drives more than the interest rate
Under South Carolina's Act 388 framework, qualifying owner-occupied primary residences receive a 4% assessment ratio and a 100% exemption from school operating taxes. Second homes and investment properties generally use a 6% ratio without that exemption.
The resulting difference is often much larger than the ratio alone suggests. Depending on local levies, a 6% tax bill can be roughly 2.5 to 3.5 times the qualifying primary-residence bill. A weekend lake house does not become eligible for 4% treatment merely because it is not rented.
| Intended use | Budgeting priority |
|---|---|
| Primary residence | Apply for qualifying legal-residence treatment |
| Second home | Price taxes and insurance for seasonal occupancy |
| Rental property | Include rental-use coverage and operating reserves |
Read statewide guidance from the South Carolina Department of Revenue. Use the monthly payment calculator with the intended occupancy classification rather than the seller's historical bill.
Finance the house and investigate the waterfront
The 2026 baseline conforming limit is $832,750 for a one-unit loan statewide. A higher purchase price can remain within conforming financing if the down payment brings the mortgage below that ceiling. See FHFA Loan Limits for the governing framework.
For waterfront property, investigate dock permissions, shoreline restrictions, access rights and any transfer requirements. A home's marketed lake access does not establish ownership of the shoreline or guarantee approval for a new dock.
Get a property-specific insurance quote and check flood exposure. Standard homeowners insurance generally excludes flood damage. Coastal wind/hail coverage through SCWHUA is a separate coastal-market issue, not an automatic requirement for an inland lake property.
Keep retirement and vacation-home cash needs visible
Buyers retaining another home should budget both properties, including maintenance and seasonal expenses. Compare a fixed-rate loan with an adjustable-rate alternative using the ARM versus fixed calculator, paying attention to future adjustments.
South Carolina closings require attorney supervision. The deed recording fee equals $3.70 per $1,000, with the seller typically paying. Confirm the contract allocation and reserve additional cash for inspections, insurance premiums and initial escrow funding.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
