Updated October 2026

A Charleston-area mortgage budget needs more than a purchase price and interest rate. Across Charleston, Berkeley and Dorchester counties, occupancy classification, flood exposure and insurance deductibles can change the monthly payment substantially. Palmetto Passage helps buyers organize those costs before comparing homes downtown, inland or along the water.

Start with the loan amount, not the listing price

The 2026 baseline conforming loan limit is $832,750 statewide for a one-unit property. A home priced above that figure can still fit conforming financing when the down payment brings the mortgage within the limit. Check FHFA Loan Limits when establishing your financing range.

FHA follows a separate county-based schedule. The Charleston-North Charleston metro has an elevated FHA limit above the $541,287 national floor; use HUD FHA Mortgage Limits to confirm the property's county and unit count rather than assuming the conforming ceiling applies.

Compare scenarios using today's rates, then build an ownership budget with the monthly payment calculator.

Make the 4% classification a closing priority

South Carolina's Act 388 framework gives qualifying owner-occupied primary residences a 4% assessment ratio and a 100% exemption from school operating taxes. Second homes and investment properties generally use the 6% ratio without that exemption.

These percentages are assessment ratios, not direct tax rates. A property remaining at 6% can carry a bill roughly 2.5 to 3.5 times the qualifying primary-residence bill, depending on local millage. Do not assume the seller's legal-residence status transfers automatically.

Assemble insurance, assistance and closing costs early

Request address-specific homeowners, wind/hail and flood quotes. Where private wind coverage is unavailable, investigate SCWHUA eligibility. Separate policies can mean separate deductibles and escrow charges; a flood-zone designation alone does not establish the full insurance budget.

SC Housing offers the Homebuyer Program and Palmetto Home Advantage, with assistance structures that can include forgivable 0% loans, percentage-based assistance around 4%–5%, or fixed-dollar assistance under current program terms. Palmetto Heroes targets eligible service occupations, including teachers, first responders, veterans and nurses.

South Carolina closings require attorney supervision. Include attorney charges, prepaid insurance and escrow funding in your cash estimate. The deed recording fee is $1.85 per $500, equivalent to $3.70 per $1,000; sellers typically pay it, subject to the contract.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
